NPR은 National Public Radio, 미국 공영 라디오 방송으로 워싱턴 DC(=백악관)를 중심으로 미국 전역에 대한 뉴스를 들을 수 있다. 화제가 될 만한 내용은 홈페이지에서 짧게는 3분, 길게는 1시간까지 음성 파일을 들을 수 있고, 대본이 제공되기도 한다. (아래 기사 제목을 클릭하면 해당 기사로 넘어간다.)

 

이번 주 스터디의 섀도잉은 최근 논란이 많이 되고 있는 비판적 인종 이론에 대한 NPR 인터뷰로 정했다. 정치적인 이슈라 예민한 문제고, 잘 모르는 주제라 이번 인터뷰만을 바탕으로, 영어 표현 위주로 정리하려고 한다. 짧은 내용이지만 좋은 표현이 많이 나온다. 단어 정의는 구글 사전 및 네이버  참조. 해석 및 요약은 학습용.

Critical Race Theory (CRT)에 대한 정치적 싸움

[비판적 인종 이론이란?]
"academic approach that examines American institutions through the lens of race and racism."
미국의 기관을 인종과 인종차별의 렌즈로 보는 학문적인 접근 방법

[최근에 화제가 된 이유?]
"Academics have studied critical race theory for decades, but its main entry into the partisan fray came in 2020 when former President Donald Trump signed an executive order banning federal contractors from conducting certain racial sensitivity training. It was challenged in court, and President Biden rescinded the order the day he took office. But it's since taken hold as a rallying cry among some Republican lawmakers."
학계에서는 수십 년째 연구되고 있지만, 2020년에 연방 정부 계약 회사들이 특정 인종 민감성 교육을 못 하도록 금지하는 행정 명령을 전 대통령이 내리면서 본격적으로 당파 분쟁에 들어갔다. 바이든 대통령이 집권한 날, 법정에서 이의를 제기하고 철폐했다. 하지만 그 후로 공화당 국회의원들의 구호가 되고 있다.

*fray: a situation of intense activity, typically one incorporating an element of aggression or competition (a battle or fight) | a fight, struggle, or disagreement that involves many people. 

1) 천이/을 해어지다 2) 신경들이 날카로워지다/지게 하다 3) (특히 자신의 능력을 시험하는 듯한) 싸움/경쟁
e.g. He threw himself into the fray. He joined/entered the political fray.

*challenged in court: a formal questioning of the legality of a person, act or thing. A question or a claim that a law is unconstitutional is a constitutional challenge. A challenge that an act or statute is unconstitutional on its face is a facial challenge.
(무엇의 적법성 등에) 이의를 제기하다 [도전하다]

*rescinded: revoke, cancel, or repeal (a law, order, or agreement) 철회하다

*rallying cry: a word or phrase that is used to make people join together to support an idea, cause, etc. (단체 등의 단합을 위한) 슬로건[구호/강령]

[공화당의 주장]
CRT는 미국의 정서를 병들게 하는 분열적인 이데올로기. 사람들을 구분 짓고, 미국이 악이라고 가르친다. 과거는 끔찍했지만, 최근 60-70년 동안 진보한 부분도 생각해야 한다.

[학자들의 주장]
"The basic premise of critical race theory is that racism is endemic to American society and history. And thus, we have to think about institutions, like the justice system or the educational system, through the lens of race and racism."
CRT의 기본 전제는 인종 차별이 미국 사회와 역사 고유의 특징이다는 것. 그러니 사법 제도나 교육 제도 같은 기관을 인종과 인종 차별의 렌즈로 봐야 한다는 것.

 

*endemic: 1) (of a disease or condition) regularly found among particular people or in a certain area. 2) (of a plant or animal) native and restricted to a certain place. (특정 지역·집단) 고유의, 고질적인, 풍토적인

 

"... critical race theory is meant to have an honest accounting and reckoning of the country's past and present in order to truly reach a more equitable future."
CRT는 좀 더 공정한 미래에 진정으로 도달하기 위해 이 나라의 과거와 미래를 솔직하게 설명하고 생각하려는 것.

*equitable fair and impartial 공정한, 공평한

[정치적인 주장이 나오는 이유]
"... she sees critical race theory as a growing culture war issue." CRT는 늘고 있는 문화 전쟁 문제다.

"... the GOP will use critical race theory to help rally the conservative base ahead of next year's midterm elections."
내년 중간 선거 전에 보수당 지지층을 단결하기 위해 CRT를 쓸 거라고 생각한다.

*GOP= Grand Old Party = Republican Party in the US 공화당

 

*rally: 

1) come together again in order to continue fighting after a defeat or dispersion. 결집/단결시키다

2) recover or cause to recover in health, spirits, or poise. 회복되다, 원기[활기]를 되찾다

"... telling schools what they can or cannot teach highlights just how far the party has moved away from traditionally conservative principles, like wanting less federal involvement in schools." 학교에서 가르쳐도 되는 내용과 가르치면 안 되는 내용을 말하는 것 자체가, 정부가 교육에 관여하는 것을 싫어하던 전통적인 보수 원리에서 얼마나 멀리 왔는지 보여준다.

"If Republicans can make them feel threatened and their place in society is threatened, in terms of white culture and political correctness and cancel culture, that's a more visceral and emotional issue. And I do think it could impact turnout."

공화당에서 백인 문화, 정치적 정당성, 캔슬 컬처 등에 있어서, 사람들이 위협당한다고 느끼고 사회적 지위가 위협당한다고 느끼게 한다면, 이건 강한 감정에 따른 문제가 된다. 이는 투표율에 영향을 줄 것이다.

 

*cancel culture: Cancel culture or call-out culture is a modern form of ostracism in which someone is thrust out of social or professional circles – whether it be online, on social media, or in person. 캔슬 컬처 (자기와 생각이 다른 사람을 팔로우하다가 취소하는 것 | 사회 및 직장 인맥에서 쫓겨나는? 현대식 외면)

 

*visceral: relating to deep inward feelings rather than to the intellect (깊은 사고가 아니라) 강한 감정에 따른, 본능적인

e.g. the voters' visceral fear of change 변화에 대한 투표권자들의 본능적인 두려움

 

*turnout: the number of people attending or taking part in an event, especially the number of people voting in an election. 참가자 수, 투표자 수, 투표율

"What we might have described as conservative policy five years ago, 10 years ago, has really been upended under Donald Trump's kind of reign as the leader of the party." 5년, 10년 전의 보수 정책은 트럼프가 정당 대표가 되면서 거꾸로 뒤집혔다.

upended: set or turned on its end or upside down. 거꾸로 뒤집히는, 충격/영향을 받는
